Several Opinionsof General Office of Xiamen Municipal People’s Government on Promoting the AcceleratedDevelopment of Convention and Exhibition Industry

To bring thetreasury funds into play in macroeconomic orientation and stimulation, promotethe upgrade and growth of the convention and exhibition industry in Xiamen,build the industry into an important instrument and platform that combines bothtraditional industries and advantageous industries of Fujian Province, developXiamen into an exhibition and trade center of traditional products, a productresearch, development and design center, a product pricing center in Haixi andeven in China, and a center of industry and product quality standards, it’shereby set forth the following opinions:

I.                    Support the growthof exhibitions held by Xiamen

In line with theprinciple of “replacing subsidies with rewards, or combining subsidies andsupports”, regular rewards will be given to qualified professional commercialand trade exhibitions held by Xiamen, and increment rewards, special rewardsand Taiwan-related rewards will also be given in addition to the regularawards, if it is suitable.

(i)                 Regular Rewards

For professionalcommercial and trade exhibitions held by Xiamen, if they meet the followingrequirements, every exhibition will be rewarded according to the followingstandards and based on the actual quantity of standard exhibition booths,provided that every exhibition can be rewarded for no more than six times:

1.       RewardingRequirements

(1)  The exhibitionproject is held and sponsored by relevant organizations of Xiamen, hasmarket-based operation, has development potential, and is held in Xiamen on along-term and continuous basis;

(2)  Theme and contentof the exhibition conform to our industrial policies and development planning,and can advance the development of our relevant industries; any new exhibitionshall be reviewed before it is held, and only an exhibition whose theme is notsimilar to that of any existing exhibition may apply for rewards;

(3)  If an exhibitionhas more than one theme, rewards will be given only for qualified theme(s), andcalculated subject to the quantity of exhibition booths collectively appearedunder corresponding theme or themes;

(4)  Two or moreexhibitions with substantially identical host(s) and sponsor(s), theme(s) andcontent will be considered as one, and rewards cannot be repeatedly appliedfor;

(5)  Exhibitions ofidentical theme(s) should be consolidated in principle, and for thoseunconsolidated, rewards will be given to only the largest one of them accordingto the principle of “growing larger and stronger, supporting the best and thestrongest”; 

(1)  Every exhibitionapplying for rewards must have at least 200, 300, 400, 500, 600 and 700standard booths respectively for the six consecutive times it is held. For thispurpose, a standard booth is 9 square meters large, and for water exhibition,exhibition items will be calculated for their areas and converted into thequantity of standard booths. (the same below). Exhibitions failing to have therequired quantity of standard booths will not be rewarded;

(2)  Any exhibitionapplying for reward should be held for 3 days or more.

1.     RewardingStandards

For exhibitionsheld for the first, second and third time, each standard booth will be rewardedwith RMB 500 yuan; and for exhibitions held for the fourth, fifth and sixthtime, each standard booth will be rewarded with respectively RMB400, RMB 300,and RMB 200 yuan, provided that the total amount of rewards for each singleexhibition should be no more than RMB ONE million yuan.

If an exhibitionis not held, fails to apply for rewards, or has less quantity of standardbooths than required in any year due to any reason, it still counts.

(i)                 Increment Reward

After the periodin which regular rewards are available expires, increment rewards will be givento exhibitions that achieve certain growth in size. Specifically, an exhibitionwill be rewarded with RMB 50,000 yuan for every increase of 5,000 m² insize and no less than 250 standard booths. Exhibitions are encouraged tocontinue growing.

(ii)               Special Reward

For keyexhibitions of 10 fields, including mechanical and electronical, hardware andbuilding materials, furniture and household supplies, cultural leisure,information consumption, urban agriculture, medical care and pharmaceutics,textile and garments, navigation and aviation equipment, and new energy and newmaterials, which meet the requirements for regular rewards and are importantand helpful to the integration of traditional and advantageous industries ofFujian Province and the construction of exhibition and trade center, theregular rewards will be increased by 30% as special rewards. .

 (i)                 Taiwan-relatedReward

If an exhibitionmeeting the requirements for regular rewards is participated by Taiwanenterprises, the exhibition will be rewarded with RMB1,500 yuan for eachstandard booth of Taiwan enterprises, provided that the total amount of rewardsgiven to each exhibition will not exceed RMB 400,000 yuan. In the previoussentence, Taiwan enterprises do not include mainland enterprises with Taiwanfunds. When such an exhibition applies for regular wards or special rewards,the quantity of booths related to Taiwan-related rewards will be excluded.

I.                    Support theintroduction of exhibitions

For variousprofessional exhibitions introduced to Xiamen which are held for 3 days or moreand cover more than 10,000 square meters, rewards will be given as below:

(i)   For those coveringan area of over 10,000 square meters and having no less than 500 standardbooths, they will be rewarded with RMB 100,000 yuan; in addition, they willalso be rewarded with RMB 50,000 yuan for every increase of 5,000 m² insize and no less than 250 standard booths.

(ii) The total amountof rewards for each exhibition project should not exceed RMB 2 million yuan.

II.                 Support conveningconventions

For various typesof business and academic conventions held in Xiamen for 1 day and two nights ormore, rewards will be given subject to categories of conventions.

(i)                 Conventions Heldby Chambers of Commerce, Associations and Enterprises

For variousbusiness conventions held in Xiamen by chamber of commerce (associations) andenterprises with 2,000-5,000 (excluding 5,000) participants, rewards will begiven as below:

1.     Forthoseusing500-1,000 room nights (excluding 1,000) in four-star hotels, theywill be rewarded with RMB 20,000 yuan;

2.     For those using1,000-1,500 room nights (excluding 1,500) in four-star hotels, they will berewarded with RMB 50,000 yuan;

3.     For those using1,500-2,000 room nights (excluding 2,000) in four-star hotels, they will berewarded with RMB 100,000 yuan;

4.     For those using2,000-3,000 room nights (excluding 3,000) in four-star hotels, they will berewarded with RMB 150,000 yuan;

5.     For those using3,000-4,000 room nights (excluding 4,000) in four-star hotels, they will berewarded with RMB 200,000 yuan;

6.     For those using4,000-5,000 room nights (excluding 5,000) in four-star hotels, they will berewarded with RMB 250,000 yuan;

7.     For those using5,000 room nights or more in four-star hotels, they will be rewarded with RMB300,000 yuan.

Room nights infive-star or three-star hotels will be translated into those in four-starhotels using coefficients 1.2 and 0.8 respectively.

(ii)               AcademicConventions

For various academic conventions held in Xiamen byvarious academic institutions with 200-5,000 participants (excluding 5,000),rewards will be given as below:

        1.     Forthoseusing500-1,000 room nights (excluding 1,000) in three-star hotels, theywill be rewarded with RMB 20,000 yuan;

2.     For those using1,000-1,500 room nights (excluding 1,500) in three-star hotels, they will berewarded with RMB 40,000 yuan;

3.     For those using1,500-2,000 room nights (excluding 2,000) in three-star hotels, they will berewarded with RMB 80,000 yuan;

4.     For those using2,000-3,000 room nights (excluding 3,000) in three-star hotels, they will berewarded with RMB 120,000 yuan;

5.     For those using3,000-4,000 room nights (excluding 4,000) in three-star hotels, they will berewarded with RMB 160,000 yuan;

6.     For those using4,000-5,000 room nights (excluding 5,000) in three-star hotels, they will berewarded with RMB 200,000 yuan;

7.     For those using5,000 room nights or more in three-star hotels, they will be rewarded with RMB240,000 yuan.

Room nights infive-star or four-star hotels will be translated into those in three-starhotels using coefficients 1.4 and 1.2 respectively.

(i)                 InternationalConventions

For internationalconventions with participants from more than five foreign countries or regions(including Hong Kong, Macao and Taiwan), rewards will be given as below:

1.     For those with100-200 overseas participants (excluding 200), they will be rewarded with RMB100,000 yuan;

2.     For those with200-300 overseas participants (excluding 300), they will be rewarded with RMB150,000 yuan;

3.     For those with300-500 overseas participants (excluding 500), they will be rewarded with RMB200,000 yuan;

4.     For those with500-1,000 overseas participants (excluding 1,000), they will be rewarded withRMB 300,000 yuan;

5.     For those with1,000 or more overseas participants, they will be rewarded with RMB 500,000yuan.

(ii)               Super Conventions

For superconventions with 5,000 or more participants, rewards will be given as below:

1.     For those with5,000-8,000 participants from outside of Xiamen, they will be rewarded with RMB300,000 yuan;

2.     For those with8,000 or more participants from outside of Xiamen, they will be rewarded withRMB 500,000 yuan.

I.                    Support theintroduction of well-known convention & exhibition institutions

For advisory firms of the convention industry of Xiamenor large domestic or foreign convention enterprises with a registered capitalof RMB 5 million or more, that have set up independent corporate enterprises inXiamen engaging in convention business and having a registered capital of RMB1.5 million yuan (specifically, various exhibition, convention, convention affair,public relation, communication, and consultation enterprises engaging in theplanning and organization of conventions, exhibitions and events, exhibitiondesign and setup, event organization and services) and achieve over RMB 2million yuan of revenue in convention & exhibition business every year,they may be eligible for house purchase or lease subsidies from the followingyear. If an enterprise meeting requirements has bought an office for its ownuse, it will be given a subsidy equivalent to 5% of the office price (no morethan RMB 800 yuan per square meter), provided that the total amount of subsidyshould not exceed RMB 2 million yuan and should be paid evenly in 3 years. Ifan enterprise meeting requirements leases an office for its own use, it will begiven a subsidy equivalent to 20% of the certified rental for each of 3consecutive years, provided the accumulated payment of subsidies should notexceed RMB 800,000 yuan. If the actual rental is lower than the certifiedrental, house lease subsidies will be calculated based on the actual rental.

I.                    Support importantevents of the convention and exhibition industry in Xiamen

(i)   Conduct convention& exhibition industry promotion, investment attraction, and otheractivities at the convention & exhibition forum, symposium, professionalbuyer investigations held in Xiamen, and in key regions home and abroad, asapproved by the municipal government;

(ii) Involve in theparticipation, public arrangements, and promotion of national and internationalprofessional exhibitions and conventions, as approved by the municipalgovernment.

II.   Support thepromotion and applications of the convention & exhibition industry inXiamen

(i)   Promotion of theconvention & exhibition industry: conduct promotion, design and productionof promotion items, and other promotion activities to improve the overall imageand influence of the convention & exhibition industry in Xiamen.

1.       Promotionactivities

Various pressconventions, illustration meetings, promotional campaigns, media publicity andadvertisement promotion planned and carried out for the purpose of promotingthe convention and exhibition industry of Xiamen.

2.       Website building

Support to buildthe Chinese and English versions of Xiamen’s convention & exhibitionwebsite.

3.       Promotional itemdesign and production

Design and producepromotional materials (including video) for the convention & exhibitionindustry of Xiamen, and compile and print relevant publications.

(ii) Event application:various direct expenses arising from applications made by us for any nationalor international professional convention and exhibition which are of largesize, have good social benefits, and can be held in Xiamen for long,preliminary expenses necessary for investment attraction of any convention orexhibition and introduction of foreign brand exhibitions.

I.     Support to conductfundamental and securing work of the convention & exhibition industry

(i)                 Investigation andsurvey: topic research and special survey about the convention & exhibitionindustry;

(ii)               Training: trainingsrelated to the convention & exhibition industry;

(iii)             Statistics:special statistics of the convention & exhibition industry;

(iv)              Evaluation:evaluation of key convention & exhibition projects;

(v)               Internationalcertification: for organizations or projects certified by internationalorganizations such as Union of International Fairs (UFI) and InternationalCongress and Convention Association (ICCA), they will be given a subsidyequivalent to 50% of their member fees of for three consecutive years.

II.   The abovesupporting funds will be allocated from the special fund for the development ofXiamen convention and exhibition industry. Specific implementation rules willbe stipulated by Xiamen Bureau of Commerce, Bureau of Finance, and Conventionand Exhibition Office.

III.              These opinionswill be effective since the date of release and expire on December 31, 2016.The Notice of General Office of Xiamen People’s Government Forwarding Several Opinionof Xiamen Bureau of Finance and Bureau of Commerce and Convention andExhibition Office on Supporting the Development of Convention and ExhibitionIndustry (Xia Fu Ban [2011] No.105) will be abolished at the same time.

Reward

If an exhibition

meeting the requirements for regular rewards is participated by Taiwan

enterprises, the exhibition will be rewarded with RMB1,500 yuan for each

standard booth of Taiwan enterprises, provided that the total amount of rewards

given to each exhibition will not exceed RMB 400,000 yuan. In the previous

sentence, Taiwan enterprises do not include mainland enterprises with Taiwan

funds. When such an exhibition applies for regular wards or special rewards,

the quantity of booths related to Taiwan-related rewards will be excluded.

I.                    Support the

introduction of exhibitions

For various

professional exhibitions introduced to Xiamen which are held for 3 days or more

and cover more than 10,000 square meters, rewards will be given as below:

(i)   For those covering

an area of over 10,000 square meters and having no less than 500 standard

booths, they will be rewarded with RMB 100,000 yuan; in addition, they will

also be rewarded with RMB 50,000 yuan for every increase of 5,000 m² in

size and no less than 250 standard booths.

(ii) The total amount

of rewards for each exhibition project should not exceed RMB 2 million yuan.

II.                 Support convening

conventions

For various types

of business and academic conventions held in Xiamen for 1 day and two nights or

more, rewards will be given subject to categories of conventions.

For various

business conventions held in Xiamen by chamber of commerce (associations) and

will be rewarded with RMB 20,000 yuan;

rewarded with RMB 160,000 yuan;

4,000-5,000 room nights (excluding 5,000) in three-star hotels, they will be

rewarded with RMB 200,000 yuan;

5,000 room nights or more in three-star hotels, they will be rewarded with RMB

240,000 yuan.

Room nights in

five-star or four-star hotels will be translated into those in three-star

yuan.

(ii)               Super Conventions

For super

conventions with 5,000 or more participants, rewards will be given as below:

1.     For those with

5,000-8,000 participants from outside of Xiamen, they will be rewarded with RMB

300,000 yuan;

2.     For those with

8,000 or more participants from outside of Xiamen, they will be rewarded with

RMB 500,000 yuan.

they may be eligible for house purchase or lease subsidies from the following

year. If an enterprise meeting requirements has bought an office for its own

use, it will be given a subsidy equivalent to 5% of the office price (no more

than RMB 800 yuan per square meter), provided that the total amount of subsidy

should not exceed RMB 2 million yuan and should be paid evenly in 3 years. If

an enterprise meeting requirements leases an office for its own use, it will be

given a subsidy equivalent to 20% of the certified rental for each of 3

consecutive years, provided the accumulated payment of subsidies should not

exceed RMB 800,000 yuan. If the actual rental is lower than the certified

rental, house lease subsidies will be calculated based on the actual rental.

I.                    Support important

events of the convention and exhibition industry in Xiamen

(i)   Conduct convention

& exhibition industry promotion, investment attraction, and other

activities at the convention & exhibition forum, symposium, professional

buyer investigations held in Xiamen, and in key regions home and abroad, as

approved by the municipal government;

(ii) Involve in the

participation, public arrangements, and promotion of national and international

professional exhibitions and conventions, as approved by the municipal

government.

II.   Support the

promotion and applications of the convention & exhibition industry in

Xiamen

(i)   Promotion of the

convention & exhibition industry: conduct promotion, design and production

trainings related to the convention & exhibition industry;

(iii)             Statistics:

special statistics of the convention & exhibition industry;

(iv)              Evaluation:

evaluation of key convention & exhibition projects;

(v)               International

certification: for organizations or projects certified by international

organizations such as Union of International Fairs (UFI) and International

Congress and Convention Association (ICCA), they will be given a subsidy

equivalent to 50% of their member fees of for three consecutive years.

II.   The above

supporting funds will be allocated from the special fund for the development of

Xiamen convention and exhibition industry. Specific implementation rules will

be stipulated by Xiamen Bureau of Commerce, Bureau of Finance, and Convention

and Exhibition Office.

III.              These opinions

will be effective since the date of release and expire on December 31, 2016.

The Notice of General Office of Xiamen People’s Government Forwarding Several

Opinion of Xiamen Bureau of Finance and Bureau of Commerce and Convention and

Exhibition Office on Supporting the Development of Convention and Exhibition

Industry (Xia Fu Ban [2011] No.105) will be abolished at the same time.
