The Rules of Xiamen City on Space Rental Subsidies for Professional Economic and Trading Exhibitions has been approved by Xiamen Municipal People’s Government, and is now printed and distributed to you. Please seriously organize and implement it.

Rules of Xiamen City on Space Rental Subsidies for Professional Economic and Trading Exhibitions

Article 1           To bring the treasury funds into play in macroeconomic orientation and stimulation, support newly planned economic and trading exhibitions to expand and grow and mature economic and trading exhibitions to continue the expansion in size, solicit and introduce large domestic and international exhibitions, facilitate the upgrade and development of the convention and exhibition industry of Xiamen City, these rules on space rental subsidies for professional economic and trading exhibitions (Hereinafter referred to as “Exhibition Space Rental”) are hereby stipulated.

Article 2           The following terms in these rules shall have the meaning below:

(1)                 “Professional economic and trading exhibition” means any exhibition held to display products and technologies, expand marketing channels, communicate brand concepts, and promote investment negotiation and communicate, excluding calligraphy, painting, photography and art exhibitions, outcome and achievement exhibitions, ordering meetings, and trade fairs;

(2)                 “Self-held exhibition” means any exhibition held in Xiamen regularly and at fixed intervals, including exhibitions held in Xiamen every year and exhibitions held in Xiamen at fixed intervals;

(3)                 “Solicited exhibition” means any exhibition solicited from any other place to Xiamen;

(4)                 “Exhibition space rental” means expenses and fees used to lease space for any professional economic and trading exhibition, excluding electric bills, air-conditioning fees, construction expenses, carpet costs, transportation expenses, meeting room rentals, special equipment management fees, warehousing fees, parking fees and other fees and expenses;

(5)                 “Existing exhibition area” means the area of current exhibition that does not exceed the largest area in record;

(6)                 “Increased exhibition area” means the area of current exhibition that exceeds the largest area in record;

(7)                 “Above” or “or more” includes the corresponding figure, and “below” or “or less” excludes the corresponding figure.

Article 3           Exhibition space rental subsidies are available to eligible enterprises, associations or public institutions with legal personality in China, in which, space rental subsidies for self-held exhibitions are available to eligible exhibition organizers or operators, and space rental subsidies for solicited exhibitions are available to eligible exhibition sponsors, organizers or operators.

Article 4           An exhibition is eligible for exhibition space rental subsidies when it meets all of the following requirements:

(1)                 It is an professional economic or trading exhibition held in Xiamen for 3 days or more (excluding the time for setup and dismantlement);

(2)                 It is a self-held exhibition covering an area of 10,000 square meters or more and having 500 or more international standard booths, or a solicited exhibited covering an area of 30,000 square meters or more and having 1,500 or more international standard booths. Each international standard booth is 9 square meters large and for water exhibition, exhibition items will be converted into the quantity of standard booths according to the areas of these items.

Article 5           For increased exhibition area of self-held exhibitions and solicited exhibitions, subsidies will be calculated based on 50% of the actual exhibition space rentals; for existing exhibition area of self-held exhibitions, subsidies will be calculated based on 20% of the actual exhibition space rentals.

Article 6           The amount of space rental subsidies granted to a single-time exhibition shall not exceed RMB 800,000 yuan. Subsidies less than RMB 10,000 yuan will not be granted.

Article 7           Exhibition space rentals shall be calculated by multiplying the unit price of lease per square meter by the leased area and by the number of days of the lease.

Subsidies may extend to no more than 6 days.

Subsidies granted per unit price of lease shall be calculated as below:

(1)                 If the indoor exhibition area is 30,000 square meters or less and the unit price per square meter is more than RMB 9 yuan, subsidies will be calculated at the rate of RMB 9 yuan per square meter;

(2)                 If the indoor exhibition area is more than 30,000 square meters and less than 50,000 square meters, and the unit price per square meter is more than RMB 8 yuan, subsidies will be calculated at the rate of RMB 8 yuan per square meter;

(3)                 If the indoor exhibition area is more than 50,000 square meters and less than 80,000 square meters, and the unit price per square meter is more than RMB 7 yuan, subsidies will be calculated at the rate of RMB 7 yuan per square meter;

(4)                 If the indoor exhibition area is more than 80,000 square meters, and the unit price per square meter is more than RMB 6 yuan, subsidies will be calculated at the rate of RMB 6 yuan per square meter;

(5)                 For outdoor exhibition space, if the unit price per square meter is more than RMB 6 yuan, subsidies will be calculated at the rate of RMB 6 yuan per square meter;

(6)                 For any professional economic and trading exhibition which has been held in Xiamen before these rules are carried out, if the unit lease price per square meter exceeds that before these rules are carried out, subsidies will be calculated based on the unit lease price of the latest exhibition held before these rules are carried out or the unit price limit for subsidies described in (1) through (5) of this article, whichever is lower.

Article 8           Exhibitions obtaining space rental subsidies stipulated in these rules may also apply for rewards established in Several Opinions of General Office of Xiamen Municipal People’s Government on Promoting the Accelerated Development of Convention and Exhibition Industry (Xia Fu Ban [2014] No.89) or its substitutive rules.

Exhibitions obtaining any municipal-level treasury funds other than special funds for the development of Xiamen convention and exhibition industry may not repeatedly apply for exhibition space rental subsidies.

Article 9           Exhibition space rental subsidies are incorporated into the administration of special funds for the development of Xiamen convention and exhibition industry. Such subsidies shall be applied for, approved and granted according to the Notice of Xiamen Municipal Bureau of Commerce, Xiamen Municipal Bureau of Finance, and Xiamen Municipal Convention & Exhibition Office on Printing and Distributing Rules for Administration of Special Growth Funds for Xiamen Convention and Exhibition Industry (Xia Shang Wu [2014] No.208) or its substitutive rules, and then withdrawn from the special funds for the development of Xiamen convention and exhibition industry.

Article 10          If an applicant has any of the following circumstance, Xiamen Municipal Bureau of Tourism and Xiamen Municipal Bureau of Finance will jointly take measures, such as suspending the granting of subsidies and recovering the granted subsidies, at their discretion, and handle the applicant according to relevant regulations; where the applicant is suspected of having committed any crime, it will be handed over to the appropriate judicial organ:

(1)                 If any safety accident or mass incident arises and causes material negative influence or any grave consequence (including strike, disturbance or other major accidents) due to any organizer, subsidies will be ceased;

(2)    If any exhibition gets exhibition space rental subsidies deceptively by misrepresenting or applying for in the name of others, it will be added to the blacklist of convention and exhibition rewards and may not receive any subsidy or reward from the special funds for the development of Xiamen convention and exhibition industry in the next three years, and the subsidies already granted will also be recovered.

Article 11          These rules will be interpreted by Xiamen Municipal Bureau of Tourism together with Xiamen Municipal Bureau of Finance.

Article 12          These rules will be effective since the date when they are printed and distributed, and expire on December 31, 2016.
